The engineering student of RTC Institute of Technology, Ormanjhi, was found dead in the morning at her home. She had been stripped, her face and torso were charred, a wire noose gripped her neck and there was blood in her private parts.The post-mortem report revealed that she was murdered after being raped.The CBI official said man's DNA was found from vaginal swab and nail clippings of the victim. "Our investigation revealed that Rahul was living in a room close to the victim's house around two-three months before the murder and disappeared right after the murder. He was identified as a resident of Dhurgaon in Nalanda district of Bihar. His parents, Umesh Prasad and Nilima Devi, were examined and their blood samples were taken for a DNA test," the CBI official added.Rahul's DNA matched with the samples collected from the body of the victim. "It was found that the suspect was a habitual criminal with a number of cases pending against him. He was facing trial at Patna court for raping a minor and had escaped from police custody. He had come to Ranchi and was living under aliases. While we were looking for him, we came to know that he was lodged in Lucknow jail for another case. We secured his production warrant," the official said.Scanning of the call detail records of the area where the accused lived helped the CBI crack the case."The convict was using a mobile phone that he switched off a day before the crime because he feared that Bihar police might detect his number. The bill seeks a budgetary allocation of USD 30 million every year for the next five years to the USAID for this foundation. This foundation would have a governing council convened by governments of the United States and India and would oversee grants to NGOs in the areas of health, pollution and climate change, education and women empowerment, the bill says. It is being co-sponsored by six other Democratic lawmakers, three of whom are Indian Americans -- Dr Ami Bera, Ro Khanna and Pramila Jayapal. The bill proposes the establishment of a Gandhi-King Scholarly Exchange Initiative with an allocation of USD 2 million for the next five years till 2025. It will comprise an annual educational forum for scholars from India and the US held alternately in the two countries. The conference will focus on the study of the works and philosophies of Gandhi and King and visits to historical sites. It also seeks to establish a Gandhi-King global academy, which would be a professional development training initiative on conflict resolution. She had been stripped, her face and torso were charred, a wire noose gripped her neck and there was blood in her private parts.The post-mortem report revealed that she was murdered after being raped.The CBI official said man's DNA was found from vaginal swab and nail clippings of the victim. "Our investigation revealed that Rahul was living in a room close to the victim's house around two-three months before the murder and disappeared right after the murder. He was identified as a resident of Dhurgaon in Nalanda district of Bihar. His parents, Umesh Prasad and Nilima Devi, were examined and their blood samples were taken for a DNA test," the CBI official added.Rahul's DNA matched with the samples collected from the body of the victim. "It was found that the suspect was a habitual criminal with a number of cases pending against him. He was facing trial at Patna court for raping a minor and had escaped from police custody. He had come to Ranchi and was living under aliases. While we were looking for him, we came to know that he was lodged in Lucknow jail for another case. We secured his production warrant," the official said.Scanning of the call detail records of the area where the accused lived helped the CBI crack the case."The convict was using a mobile phone that he switched off a day before the crime because he feared that Bihar police might detect his number. 'Dabangg 3' review: Franchise has lost much of its 'swag'

It has lyrics like, "Innocent se pehle thhe kehti thi duniya/ Tu ne bigaad diya o meri muniya", and is symptomatic of what ails Dabangg 3.The law of diminishing returns kicks in with the third film of the action-comedy franchise, in what is both a prequel and a sequel to the first two films. Salman as Chulbul Pandey - the corrupt cop with a conscience who circumvents the law to turn crusader for the common man - returns with the usual beats. So you have the slo-mo walk, the slick talk, PJs to match his punches and a new nemesis to pulp into pieces. He continues to spoof himself, spouts his lines with the kind of irreverent coolth that first hooked us nine autumns ago, with the new film (somewhat) continuing with the mould of the desi spaghetti Western that distinguishes the franchise. It's a world that we are familiar with and once you walk into a Dabangg film, you know what you have signed up for.But then formula can also have freshness. There's nothing in Dabangg 3 that you haven't seen in a Dabangg film before. The wafer-thin plot is written entirely in the service of its leading man, with the narrative following the same template - action scene, romantic moment, song. action scene, romantic moment, song - over a butt-numbing 163 minutes.Dabangg 3 has Prabhudeva taking over the directorial reins (Abhinav Singh Kashyap directed the first film and Salman's brother Arbaaz - who returns as Chulbul's brother Makkhi here - helmed the second), with the film attempting to show its protagonist's journey from Dhaakad Chand Pandey to Chulbul Pandey. So you have a lost love (debutante Saiee Manjrekar, with a fixed pained expression and a permanent lisp) and an old enemy (Bali, played by south star Kichcha Sudeepa) who returns from the past to wreak havoc in Chulbul's present. Bali - the usually reliable Sudeepa plays him with an unimpressive mix of manic menace and cold-blooded charm - has a strange modus operandi to dispose off his victims. He buries them alive, plants roses over their graves and waters them every day. No prizes for guessing what happens to him in the end. Predictability is the pest that haunts Dabangg 3 throughout. Salman inhabits the character as effortlessly as he had in the first two films, and the trademark blistering entry - a Chaplin-meets-Buster Keaton set piece, with a dart gun taking over from the water hose in the first film - packs in enough to keep one invested in the first half. But the one-liners soon get stale, the dance moves get laboured and even Chulbul's cheekiness is not enough to save Dabangg 3 from turning into a blustering bore. There was some fun to be had in Dabangg, a part of which carried over to the sequel, but the jokes in Dabangg 3 are of the lowest standard, being limited to mostly fart jokes and gags involving falling pants and loose underwear. Very early on, a thief searching his victim's pockets wants to know why the man has gulab jamun in it. "Meri jeb phati hui hai, beta," smiles the old man. You get the drift? And yes, eeeeeeewwww! The Dabangg films are perhaps the last films you would expect to be loaded with messaging. But here there's everything from women empowerment to even an awkward reference to the government's 'Fit India Movement'. None of it works. With Salman leading from the front, the other players continue to be incidental to the plot. Sonakshi has precious little to do except preen and pout, while Sudeepa gets far lesser screen time than earlier Dabangg villains, Sonu Sood and Prakash Raaj. Arbaaz is, as usual, the weakest link - Khan brother Sohail pops in with a cameo, but you don't even want to know about it, trust us (what's this. Galaxy Cinematic Universe?!) Dimple Kapadia hams it up in a scene or two, while Pramod Khanna - stepping in for his late brother Vinod Khanna who played Chulbul's dad in the earlier films - is a shade better than Saiee Manjrekar. In the end, it's just Salman who stands tall in Dabangg 3. But this is clearly a franchise - if not a character - that's overstayed its "swagat". and lost much of its "swag". However, this is opposite of what seems to happen on the Sun -- its outer layers are warmer than the heat source at the surface. Scientists have accepted for a long time that magnetic waves channel energy from the Sun's vast interior energy reservoir, which is powered by nuclear fusion, up into the outer regions of its atmosphere. Therefore, understanding how the wave motion is generated and spread throughout the Sun is of huge importance to researchers. Now, an international team of scientists formed a consortium called 'Waves in the Lower Solar Atmosphere (WaLSA)' to carry out the research and used advanced high-resolution observations from the National Science Foundation's Dunn Solar Telescope, New Mexico, to study the waves. Consisting of 13 scientists, the team was led by Queen's University Belfast, spanning five countries and 11 research institutes. Dr David Jess from the School of Mathematics and Physics at Queen's who led the team explained: "This new understanding of wave motion may help scientists uncover the missing piece in the puzzle of why the outer layers of the Sun are hotter than its surface." "By breaking the Sun's light up into its basic colours, we were able to examine the behaviour of certain elements from the periodic table within its atmosphere, including silicon (formed close to the Sun's surface), calcium and helium (formed in the chromosphere where the wave amplification is most apparent)," the researcher added. "The variations in the elements allowed the speeds of the Sun's plasma to be uncovered. The timescales over which they evolve were benchmarked, which allowed the wave frequencies of the Sun to be recorded. This is similar to how a complex musical ensemble is deconstructed into basic notes and frequencies by visualising its musical score," he continued. The team then used super-computers to analyse data through simulations and found that the wave amplification process can be attributed to the formation of an 'acoustic resonator,' where significant changes in temperature between the surface of the Sun and its outer corona create boundaries that are partially reflective and act to trap the waves, allowing them to intensify and dramatically grow in strength. ... Jharkhand Assembly polls: Around 61 per cent voting amid violence

The polling was cancelled at booth number 36 after the firing incident. The polling officials and security personnel left the polling centre with EVM machines after the incident of violence. The Election Commission has sought a detailed report from the Gumla district administration. Maoist Guerrillas also set ablaze a polling bus in West Singhbhum district. The fate of 260 candidates fighting in the 20 Assembly seats has been sealed in EVMs. Police sources said that more than 40,000 security forces were deployed for the second phase of voting which largely took place in Maoist-infested areas. A total of 88,433 cases were registered for helmet rule violation and a penalty of Rs 4.42 crore was collected. Vadodara registered 57,240 cases and collected penalty of Rs 2.86 crore; Rajkot 48,520 cases with penalty of Rs 2.42 crore and Ahmedabad 36,000 cases with penalty of Rs 1.8 crore, according to Surat traffic police. In the drive that began on November 1, the traffic police identified 60 traffic junctions in the city where bikers were checked. Apart from spot checking, the personnel posted in the Command and Control Centre at Police Bhavan monitored violations through CCTV cameras and issued e-challans with photographs of violators to their homes. After the rules as per amended the Motor Vehicles Act were implemented on September 15, the state government gave a relaxation time till October 31, mentioning that the rules would be strictly implemented from November 1. The checking was done for helmet, HSRP number plates and PUC certificates from two-wheeler riders. On December 4, the state government decided to temporarily suspend the helmet rule in the municipality and municipal corporation areas across the state. The decision came into effect on Thursday. 'We will continue with our drive and from next week onwards, we will focus on bikes with more than two people and seat belt violations by car drivers. Our objective is safety of the public and their lives. We will also penalise vehicles plying on BRTS routes in the city and traffic signal violators,' added Sumbe.
