The government had invited bids from private players to operate these airports for 50 years on a public-private partnership (PPP) basis. The Airports Authority of India (AAI) adopted the per-passenger fee model this time, which is a modification of the revenue-sharing model that was used earlier in the privatisation of airports such as Delhi, Mumbai, Bangalore and Hyderabad. Explained New player in airports market The airports business in India is dominated by two private sector players GMR and GVK so Adani's entry is seen as fostering competition. However, analysts noted that Adani Enterprises has bid aggressively and will need higher growth to support profitability. Adani Enterprises outbid GMR Airports by almost twice the price quoted by the latter for two of the airports. For example, while GMR's bid for Ahmedabad and Jaipur was Rs 85 and Rs 69 per passenger respectively, Adani's quote was Rs 177 and Rs 174 respectively for these two airports. Bids from NIIF and Zurich Airport for Ahmedabad (at Rs 146 per passenger) and for Jaipur (at Rs 155) came closest to the bid submitted by Adani. In the case of Lucknow, AMP Capital's bid of Rs 139 fell short of Adani's fee offer of Rs 171 per passenger. In case of Thiruvananthpuram, Adani's bid of Rs 168 was higher than KSIDC's quote of Rs 135 per passenger. However, by then, over 20 lakh names had already allegedly been deleted from the electoral rolls in Telangana alone. Tech experts and activists have repeatedly called out the algorithm used by the NERPAP software which is "riddled with flaws". The former CEO's admission that there were not enough officials to overlook NERPAP and that "door to door verification has not been conducted properly" is an indication that it relied heavily on just the software to delete names off the voters list. The missive written on August 8, 2015, furnished in response to an RTI filed by city-based security researcher Srinivas Kodali, was written by former AP and TS CEO Bhanwar Lal and addressed to Secretary of Election Commission of India Sumit Mukherji. Lal had written the letter as a followup to a meeting he had with Chief Minister K Chandrasekhar Rao during which they discussed the "poor" implementation of NERPAP in the "area of the Greater Hyderabad Municipal Corporation" when compared to the rest of the State. Gujarat: After 9 years, farmers call off protest against land acquisition

'The state government has in-principle agreed to award compensation four times higher than the price of that land on government records and has thus accepted our main demand. The local government officers in Junagadh have assured us that the compensation will be declared in a couple of days. After this assurance, we have decided to call off our nine-year agitation and we will not protest against the ceremony to lay the foundation stone of the project scheduled to be held on February 28,' Atul Patel, convenor of KHRS, told The Indian Express on Monday. The announcement marks the culmination of an agitation by farmers of eight villages through which the proposed new bypass will pass. The National Highways Authority (NHAI) had proposed to build a new 20-km-long bypass starting from Vadal village on the northern outskirts of Junagadh city and ending at Shapur village on the western outskirts of Junagadh. However, farmers had raised objection against acquisition of their fertile land. The farmers had also moved the Gujarat High Court but the court had ruled against them. After that, the agitation focused on ensuring higher compensation for 247 farmers whose land is set to be acquired. The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 provides for compensation to farmers four times higher than prevalent market rates in case their agricultural land is acquired for projects. KHRS convenor Patel said that the government has assured to pay the compensation by February 27. Junagadh District Collector Sourabh Pardhi told The Indian Express: 'The compensation is under consideration so I cannot comment on it. But we are positively thinking for whatever solution we can find out, but exactly (what that will be), we have not decided. "Clay coins are the simplest moulds to make, as they are round," says the Kochi-based artist, whose weekend session was on ways to make them. "The outcome was really satisfactory." The mould-making and casting workshop is designed for people who love to work with clay, experience it better and expand their knowledge as well as skills related to ceramic art. While that argument too could go on till kingdom come, most times it is the truth that what Hollywood does, Hindi cinema follows. They did sequels, we did the same. They blended Iron Man, Spider-Man and other franchises to make Marvel Cinematic Universe, we mixed Simbba with Singham and topped it with Suryavanshi to make Rohit Shetty's very own galaxy. They made films like Zero Dark Thirty on the US Navy Seals' operation that killed Osama bin Laden to immortalise real, heroic missions by the US. We did Uri. They made biopics, so did we.We stuck to this pattern with #MeToo and #TimesUp. But with Woody Allen suing Amazon Studios and seeking damages for cancelling his four-film deal as a reaction to a 25-year-old sexual abuse allegation, perhaps the ardour of the sometimes hysterically lopsided accusations will be doused here too.India saw a vicious #MeToo movement with men being "outed", stigmatised and ostracised with deep damage to their careers merely on the basis of an unproven charge. I was once called to a Republic TV debate with Arnab Goswami. I was appalled to find a faceless woman hidden in the shadows who talked of how producer Karim Morani had "raped" her for over a year. That he was close to Shah Rukh Khan was mentioned again and again as if the actor had anything to do with it. The unnamed voice also whined that she tried to commit suicide 30 times in one year. Logically too, it is inconceivable for a woman to be repeatedly "raped" by the same man in a city like Mumbai, where she'd have had umpteen chances to run away. Unless she was held captive, which she wasn't. Clearly a choice or an ambition turned sour. But instead of respecting my stand that fair play made me hesitate to buy this hole-ridden story, it was debunked as the opinion of an insider who "needed to be in the good books of film personalities" because I apparently "needed their interviews". Laughable for anybody who knew anything about me and untrue when I had given up doing reporter-like interviews ages ago.This is not a defensive explanation. It is to show the eagerness to flog a man's reputation without questioning the credentials of the accuser or checking the veracity of the charge. It was "roast a new man every night" season for TV channels.That's how it was in Hollywood too. After Harvey Weinstein and Kevin Spacey, old cases, cold cases, unsubstantiated cases, everything was welcome. There was even the unforgivable shrug by Hollywood and its Indian counterpart that collateral damage (possibility of an innocent man being traumatised by a viciously vindictive woman) was fine as long as a larger cause was served. But with Woody Allen suing Amazon and actor Alok Nath going to court instead of "deposing" before any association, retaliation by men has begun. Last year, a filmmaker, who was in talks with Nana Patekar, wondered if it was advisable to have him on board. Tomorrow, Nana could go to court over professional damage caused to his career. And many more would follow. The fallout would be the unfortunate weakening of a much-needed correction.The bottomline therefore is, be it nationalism or feminism, hyper anything dilutes a deserving cause. Bharathi S. Prickly pears: 'humble' cactus brings hope to Algeria

The green spiny discs known as cladodes are used for fodder while their tender inner flesh is a star of the cuisine of Mexico, where the cactus originated and figures on its national flag. Oil extracted from the seeds of fruit has antioxidant benefits and is used in cosmetics for its anti-ageing properties, besides being rich in vitamin C, calcium and magnesium. The flowers of the cactus go into making herbal tea while the pulp of the red fruit is turned into juice, vinegar, jams and even sorbets. A 2017 study by the United Nations Food and Agriculture Organisation (FAO) concluded prickly pears could be the answer to much of the world's food security woes and prevent soil erosion. Green gold In Sidi Fredj, once an impoverished town in the Souk Haras province bordering Tunisia, Gueldsami, like his father and grandfather before him, farms prickly pears. The fruit must be handled carefully to avoid being pricked by the sharp spines. And until recently it was harvested for its tasty, sweet flesh, which only fetched a pittance of 10 dinars (US 0.08 cents, 0.07 euro cents) a piece at the local market. Since 2013 however all that has changed with the creation of a cooperative of farmers, scientists and traders in Souk Haras, with help from Mexico, to exploit and market prickly pear by-products. A small factory was built in 2015 and oil was produced in small quantities before reaching 300 litres in 2017 and 1,000 litres in 2018. The cooperative is hoping to increase the output seven-fold by the end of this year thanks to a new and bigger factory which opened at the end of last year. One tonne of grains is needed to produce one litre of oil, which can fetch more than 2,000 euros (dollars) in Europe. Algeria's 'green gold' is exported to France, Germany and Qatar and plans are being made to sell it in the United States as well, according to farmer Djamal Chaib. Although Algeria -- where most of the fertile land is free of pesticides -- has no organic certification body, oil from Sidi Fredj obtained an 'organic' label from European agencies and is sold as such abroad. Crucial food supply 'While most cacti are inedible, the Opuntia species has much to offer, especially if treated like a crop rather than a weed run wild,' the FAO said in its 2017 report. It highlighted the 2015 Madagascar drought in which the 'cactus proved a crucial supply of food, forage and water for local people and their animals'. Around 80 percent of Algeria, Africa's largest country, is arid or semi-arid, providing an ideal terrain for farming prickly pears. In Sidi Fredj, the Gueldsami family and others have seen their revenues increase thanks to farming and selling prickly pears. Fathi said his family is now able to make home improvements and pay in cash for their groceries instead of signing IOUs. His mother has also been saving money to carry out the hajj, the annual Muslim pilgrimage to Mecca. It is one of the five pillars of Islam and Muslims must undertake the hajj at least once in their lifetime. 'Now, my future and that of my (10-year-old) daughter is here. There is no need to travel abroad,' he said. Algeria is a country of 40 million where half the population is under 30, with one in three young people unemployed. Many dream of travelling to Europe to find a job and improve their standard of living. Now 'hundreds of families are making a living' from prickly pears, said Mohamed Mohamedi, who heads a farmer's cooperative in the region. This includes women who take part in the harvest of prickly pears and young people. No 'humble' cactus The FAO said in its report that beyond its immense benefits, the 'humble cactus' can help fight food insecurity, improve soil quality, promote barley plantations and may even help limit emissions of greenhouse gases. A 'cactus stores water in its pads, thus providing a botanical well that can provide up to 180 tonnes of water per hectare -- enough to sustain five adult cows, a substantial increase over typical rangeland productivity,' FAO said. 'Climate change and the increasing risks of droughts are strong reasons to upgrade the humble cactus to the status of an essential crop in many areas,' said Hans Dreyer, director of FAO's Plant Production and Protection Division, in the 2017 report. In Algeria, the farming of prickly pears has helped crop diversification as well, according to Khodir Madani, head of a university research laboratory, with farmers growing cereals and other crops among them. The draft focuses on six broad issues of the e-commerce sector, which includes data, infrastructure development, e-commerce marketplaces, regulatory issues, stimulating domestic digital economy and export promotion through e-commerce.Marketplace modelOn e-commerce marketplace businesses, the policy aims to invite and encourage foreign direct investment (FDI) in the marketplace model "alone"."An e-commerce platform, in which foreign investment has been made, therefore, cannot exercise ownership or control over the inventory sold on its platform. Foreign investment is not seen as a threat by small offline retailers of multi-branded products," it said.Online marketplaces should not adopt business models or strategies that favour one or few sellers operating on their platforms over others, the draft clarifies. The policy also calls for all e-commerce websites and applications available for download in India to have a registered business entity in India. It also seeks to bar payments from Indian banks and payment gateways to unauthorised and unregistered sites and apps. This may hit Chinese e-commerce apps such as ClubFactory and Shein.Online retailers will have to mention seller details on the website for all products and vendors will be fined if they are found to be selling counterfeit products. Regulatory changesThe government is finding existing regulations and structures inadequate to deal with issues thrown up by the digital economy. Existing statutes and laws, the draft said, need to evolve to take into account the changing ways of doing business and changing business models. Hyderabad: Mandi gives tough challenge to biryani

Both the Quran and the Bible mention Bilqis, the Queen of (Saba) Sheba, who had ruled the kingdom of Marib in Yemen (around 1000 BC). Both holy scriptures mention that the land was blessed with abundance which the queen gifted to kings of neighbouring kingdoms. Among these gifts, special species from the land were included. The culinary techniques make Mandi unique and special. In Arab houses, traditionally, the meat is cooked in the tandoor, a special kind of oven in which a hole is dug on the ground and covered inside with clay (similar to the Indian tandoor). Then dry wood is placed inside the tanoor and burnt and the meat suspended inside without touching the charcoal, and cooked. But because of regulations at restaurants this kind of oven could not be set up here. So, the chef here cooks it as closely as possible to what the traditional Mandi would taste like. To make this dish, many Arabic or Indian spices such as saffron, cardamom, cumin, cloves and cinnamon are used. It tastes even better if some pine nuts, peanuts, green chili and raisins are added on top. The credit for introducing this unique dish to Hyderabadis goes to Abdullah Masood Bashadi, who started to prepare Mandi commercially in 2011. He established a restaurant under the name of Mataam Al-Arabi in the Errakunta area. Mataam, in Arabic, means dining place. This was the first restaurant with exotic signage in Arabic. Within years the dish became popular in Hyderabad and now restaurants serving exclusive Arbian dishes are opening in several parts of the city. Apart from mutton, Mandi is now available with chicken and fish too. Abdullah Masood Bashadi said when he started the restaurant, his near and dear ones discouraged him, saying the people of Hyderabad are fond of spicy food while Arabian food is bland. Also, they doubted residents would give up their biryani for anything else, but from the very beginning the response was tremendous. In these Arabian restaurants, apart from regular table and chair, you will also find an exclusive section where you must sit on the floor and dishes will be served in a large plate on chowkis (small pedestals). People sit in a circle around the dish and eat it with their bare hands. Four people can eat from a single huge communal plate. Talha Alkathiri, a resident of Barkas said, 'In our tribes, cooking traditional food is a very special art and for our traditional dishes we use very special spices, some that cannot be found here.' The protocol mandates that Cyber Safety Audit should be conducted at least twice a year in schools. A total of 11 activities to be strictly followed by the students have been mentioned in the protocol. These include directions to not save individual information and pictures in public machines, not download information or contents from unknown websites, not directly meet any strangers befriended through the internet, neither collect parents' credit card number, pin or passwords nor share them with anyone and also to take extreme caution while playing online games. Teachers have been instructed to browse and download ICT (Information and Communications Technology) contents for their classes well in advance, to avoid the possibility of inappropriate content showing up while the material is searched online in classrooms in the presence of students. The protocol also mandates school headmasters to hold discussions on cyber safety, cyber crimes, phishing, cyberstalking, deepfakes, camera hacking and sexting. The protocol also demands parents to alert officers concerned if they feel their child has become a victim of cybercrime. According to KITE Vice-Chairman and Executive Director K Anvar Sadath, cyber safety awareness classes are mostly limited to speeches and no in-depth actions are initiated. "We have devised a practical plan for eradicating the misuse of internet," he said in a statement here on Sunday. KITE is also planning to implement a broader cyber safety programme from the upcoming academic year. The programme will be in the form of interactive games and edutainment. Maharashtra budget session: Opposition boycotts governor address over RSS remark

He said that such remarks sow the seeds of divisiveness. Leader of the Opposition in the legislative council Dhananjay Munde said that they decided to boycott the speech as they were not sure if it will be in the interest of the state or the RSS. The boycott was a rare incident and the first such in recent years. Tax cuts should boost Indian real estate demand, but many issues linger

Finance Minister Arun Jaitley said the real-estate tax change 'will give a boost to housing for all'. But industry executives are sceptical their positions - and those of many would-be buyers - will improve much, especially if there's no easing of a funding crunch. 'The GST rate cut will provide respite to the overall real estate market, however, this will be a momentary infusion of notional positive sentiment,' said Om Ahuja, chief operating officer for residential business at developer K. Raheja Corp. Rising bad debts and real estate project failures have made banks cautious on lending to developers, leading to a slump in a property market that relies heavily on borrowing for both home-building and buying. Two of Modi's main economic reforms - demonetization and the roll-out of the nationwide GST - have stung the real estate sector, a major contributor to economic growth and a large employer. Ahuja does expect sales of lower-cost units to rise after the tax changes. 'A lot of fencesitters will jump in and take the benefit and the affordable housing inventory would likely fly off the shelf over the next 12 months,' he added. HUGE INVENTORY But there is currently an average of roughly two years' worth of unsold inventory in India, of which affordable housing accounts for about 50-60 percent, he said.
